INFORMATION

ON THE POSSIBILITY OF OBTAINING FREE MEDICINES IN THE STATE INSTITUTION "TMA OF THE MIA OF UKRAINE IN POLTAVA REGION".

       Free or discounted supply of medicines on prescription in the case of outpatient treatment is provided to groups of people and by disease categories following Annexes 1 and 2. Resolution of the Cabinet of Ministers of Ukraine No. 1303 of 17 August 1998 (as amended by Resolution of the Cabinet of Ministers of Ukraine No. 759 of 26 August 2015).                                                                                           

Medicinal products that are registered in Ukraine in accordance with the established procedure and included in the industry standards in the field of healthcare are dispensed free of charge and on preferential terms. This resolution does not apply to medicinal products whose cost is reimbursed under reimbursement agreements concluded in accordance with the law.

 Pharmacies shall dispense medicinal products free of charge and on preferential terms in the case of outpatient treatment of persons on the basis of prescriptions issued by doctors of medical and preventive care institutions at the place of residence of such persons.

Persons treated in departmental healthcare facilities and entitled to free or reduced-price medicinal products receive them in pharmacies assigned to these facilities.

Expenses related to the supply of medicinal products free of charge and on preferential terms are covered by allocations provided for in the state and local healthcare budgets.

The eligibility of certain groups of the population to receive benefits for the provision of medicinal products in the case of outpatient treatment based on prescriptions issued by doctors, depending on the average monthly total family income, shall be determined in accordance with the procedure established by the Cabinet of Ministers of Ukraine.

of population groups for which outpatient treatment is provided free of charge or on preferential terms

1. Population groups for which outpatient treatment is provided free of charge on the basis of prescriptions:

1) regardless of the size of the average monthly total income of their family

children under the age of three;

combatants, persons with disabilities caused by war, affected participants of the Revolution of Dignity, and persons covered by the Law of Ukraine "On the Status of War Veterans, Guarantees of Their Social Protection";

persons who suffered as a result of the Chornobyl disaster and are classified in categories 1 and 2 in accordance with the Law of Ukraine "On the Status and Social Protection of Citizens Affected by the Chornobyl Disaster";

Minor children of deceased citizens referred to categories 1 and 2, whose death is related to the Chornobyl disaster, in accordance with the Law of Ukraine "On the Status and Social Protection of Citizens Affected by the Chornobyl Disaster";

adolescent girls and women with contraindications to pregnancy, as well as women affected by the Chornobyl disaster (contraceptives - hormonal drugs);

pensioners receiving old-age or survivor's pensions (except for persons receiving a pension for children in connection with the loss of the breadwinner), if these persons receive a pension in an amount not exceeding the minimum pension;

Persons with disabilities who receive an old-age, disability, or survivor's pension (except for persons who receive a pension for children in connection with the loss of a breadwinner), if these persons receive a pension in an amount not exceeding the minimum pension amount in accordance with the Law of Ukraine "On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine";

Persons with disabilities and persons receiving state social assistance granted instead of a pension in accordance with the Law of Ukraine "On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine";

children with disabilities in accordance with the Law of Ukraine "On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine";

veterans of military service, veterans of internal affairs bodies, veterans of the National Police, veterans of the tax police, veterans of the state fire service, veterans of the State Criminal Executive Service, veterans of the civil protection service, veterans of the State Service for Special Communications and Information Protection in accordance with the Law of Ukraine "On the Status of Veterans of Military Service, Veterans of Internal Affairs Bodies and Some Other Persons and Their Social Protection";

2) if the amount of the average monthly total family income per person for the previous six months does not exceed the amount of income that gives the right to a tax social benefit:

children from large families in accordance with the Law of Ukraine "On Childhood Protection";

persons affected by the Chornobyl disaster and classified as category 3 in accordance with the Law of Ukraine "On the Status and Social Protection of Citizens Affected by the Chornobyl Disaster";

war veterans, persons who have special services to the Motherland;

victims of Nazi persecution in accordance with the Law of Ukraine "On Victims of Nazi Persecution";

wives (husbands) of deceased victims of Nazi persecution who were recognized during their lifetime as persons with disabilities due to general illness, labor injury, and other reasons, who did not remarry, in accordance with the Law of Ukraine "On Victims of Nazi Persecution";

persons who have special labor merits before the Motherland, in accordance with the Law of Ukraine "On Basic Principles of Social Protection of Labour Veterans and Other Elderly Citizens in Ukraine";

minor children of deceased citizens from among the participants in the liquidation of the consequences of the Chornobyl accident, classified as category 3, whose death is related to the Chornobyl disaster, in accordance with the Law of Ukraine "On the Status and Social Protection of Citizens Affected by the Chornobyl Disaster";

persons who worked from the moment of the Chornobyl accident until 1 July 1986 for at least 14 calendar days or for at least three months during 1986-1987 outside the Exclusion Zone in jobs with particularly hazardous working conditions (radiation factor) related to the liquidation of the Chornobyl disaster consequences, performed on governmental assignments.

2. Groups of the population, in the case of outpatient treatment of which medicinal products on prescription are dispensed with payment of 50 percent of their cost

children aged three to six years;

Persons with disabilities of groups I and II in accordance with the Law of Ukraine "On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine";

deported persons who have reached retirement age or are persons with disabilities, in accordance with the Law of Ukraine "On Restoration of the Rights of Persons Deported on National Grounds";

rehabilitated persons who became persons with disabilities as a result of repressions or are pensioners, in accordance with the Law of Ukraine "On Rehabilitation of Victims of Political Repressions in Ukraine";

honorary donors of Ukraine in accordance with the Law of Ukraine "On Donation of Blood and Its Components" and citizens of Ukraine awarded the badge "Honorary Donor of the USSR" in accordance with the Resolution of the Verkhovna Rada of Ukraine of 23 June 1995 No. 240/95-ВР "On Enactment of the Law of Ukraine "On Donation of Blood and Its Components".

* Free medicines for the above categories of diseases are provided only in the case of outpatient treatment of the underlying disease for which the patient is entitled to benefits. Patients with AIDS and HIV, regardless of the underlying disease, are entitled to free medicines if they have any other diseases.
